The United States, like most countries in the world, faces two challenges with regard to academic achievement:

1. Fostering among all students a high level of knowledge and skills necessary for success in the 21st Century, and
2. Reducing the discrepancy in educational outcomes between low-income versus high-income students and minority versus majority students.
